Franziska Hofer delivered the keynote at the Sixth Biennial of Administrative Law in Murten, Switzerland, on 18 June 2026, focusing on collective decision-making in judicial panels from a behavioural science perspective. She argued that judicial decisions are shaped not only by legal reasoning but also by perceptual processes and group dynamics. Drawing on findings from cognitive and decision sciences, she highlighted mechanisms such as bias and information cascades, groupthink, and psychological safety as key influences on collective judgment. She concluded with a series of suggestions for actively shaping collaboration in order to support collective decision-making in judicial panels.
